Exploration of the Historical Development and Meaning of Physical Education Policies in the Era of Modern Japanese Militarism

Abstract
This study aimed at clarifying the significance of the basic concept with which one can establish democratic principles for current physical education & sport policies by ascertaining the bad effects or evils of the interventions of the nation and physical education & sport policies which alienate or neglect the people. First, the study has ascertained the bad effects of physical education and sport policies under modern Japanese militarism & extreme nationalism centering on the Emperor.
Second, the study has confirmed that military arts were introduced as a regular subject in Japanese-style physical education in order to cultivate warriorship, by transferring universal conscription to the national Samurai philosophy through¡¸Martial Arts¡¹education as the subject for arousing the Japanese spirit. Third, the study has clarified that in Japan where the basic rights of the people regarding sport activities are dependent on and limited by the great right of the Emperor, even though sports are rooted in the modern concept of the freedom of citizens. Fourth, the study has confirmed that physical education & sport policies should be based on one of the basic rights of the people, freedom of physical education and sport activities.
